What I plan on doing is once I get a feel for how the community is using it. I plan on paying someone to fix bugs and add enhancements.

There are commercial services out there that offer full featured surveys and what not. They are not postnuke modules, but I think you would have a hard time finding one or building one that could do as good a job. My company just got finished with our first release of our survey module. It works inside our e-communications tool and costs way less than the competition. You can read up on it here: http://sourcekit.com
The feature list there might give you some good ideas as to what it does and what you may want to build into a PN module. Good luck with that though, surveys are a really complex problem to solve.
