It's particularly reliant on CSS2, hence currently only renders well on 6+ browsers. In the future I'll probably throw together an alternate stylesheet for legacy browsers, but it's not imperative.
It uses the nucleus block system, with a few alterations to the block generation. Each block has its own id (based on the block title) so in the future I will be able to apply individual styles using the id selector. At the moment the only purpose of the unique IDs is for a javascript hide / unhide of the blocks. This replaces the default server-side version, and sets a cookie on the client's system to determine which blocks are expanded.
Not much content yet, but this should improve in the coming months.

it looks great... I really like the theme and especially the color scheme... very attractive and makes the blocks stand out, yet it's easy on the eyes... I also like the way you've broken up that top graphic into a table, or however you've done it to make that hat dip down and break up the two graphics. Great work!
