What about giving the user the ability to select which blocks he would like to display (from a list of available options set by the administrator), and the position of them? Something like http://my.yahoo.com user configuration. The user can select if he wantsto display news,horoscope, weather, his mailbox, Foreing exchange, stocks, etc.
