Converting Menu System

I have a complete menu system that was written in HTML and PHP that links to numerous reports, again all prepared in either HTML or PHP, that I want to put into a block. Then when someone chooses each link, the the information will show up on the main page. Is there a simple way I can do this? Is it best to create either an HTML or PHP block, and put all the code in it? My concern is how do I get it open up on the main page, and not redirect out of postnuke.
