I have searched and searched through the themes you provided, and I can't find anything that refers to the Admin Message part to post it. I am currently modifying a theme and to know where this is located or what the code snippet for it is would be greatly appreciated, thanks in advance :)

Hmm it just seems as if my template is not showing center blocks.... any ideas?

The admin messages display via the admin message block usually configured as a centre block under Administration-> Blocks. The text of which is set under Administration->Admin Messages.

IF you are looking to add centre block support to a 3rd party theme then see this thread where I covered this in some detail.
