I have upgraded 32 sites using this build, from different base versions (o.8 1.0.x via the migration distro, all 1.1.x directly) - no issues.
Please make sure that permissions are fixed in packaging, as they are mixed in the automated builds. All files need 0644 and all directories 0755 - except pnTemp and config/config.php.

Ok, is this an official release or just someone coming out and saying it's working for them?
It appears that the team is somewhat, not knowing what the other team member is doing, and this leaves some with the impression that there is no real team structure. -

It SAYS Dev, but it's not, that was an oversight, and is mentioned in the comments on the release article. That situation is one of the reasons we're doing the pre-release testing and requiring a certain number of people to sign off that the release is ready.

This whole topic should have been posted in the Mailing list, becuse it's confusing when your not participating in the mailing list and a topic like this is posted in the main forums.
Actually, there have been several threads on the discussion list about QA for builds #13, #14 and now #15 on the mailing list. If you want to keep up to date you should be subscribed to the list, that's how it's always been - the forums are meant for support. I occasionally cross post for greater exposure, but overall, the discussion list has always been for those who want to keep up to date on the internals and be involved more. I've also stated many times that the tracker is the only place we will actually act on bugs/feature requests. Anyone who wants to sign off on the build must do so in the ticket, everything else will be ignored.
Until there are 5 signatures, there will be no release.
