This may end up being more a question of how directory short URLS and permalinks work, but Is there any way to enter a permalink as a start page ?
In my case, I was trying to show a user how to change the start page to be a specific Content page. Since all they saw was a permalink style URL, I thought I could enter that part, but wasn't able to get it to work. I ended up using the obvious workaround of entering the user/func/pid information, but it would be good for the non-technical users to be able to enter what they actually see in the URL bar.

Can a permalink be used as the start page ?

You can't directly enter a PermaLink URL as a start page. However, you can have the start page point to the same desired URL via its parameters.
An example URL (without shortening would be):
http://www.example.com/index.php?module=ModName&type=user&func=id
So, your start mod would be "ModName"
start type would be "user"
start args would be "func=id"
