  I think I'm not the first who have a suggestion, to manage links, downloads, news and maybe picture-like content with content items. A Admin could use a module to manage items in this way:
  
  Content Item Module
  -------------------------
  
  -> choose cathegorie / List of subcats (topics, sections ...)
  
  -> choose Title, show the ID
  
  -> chosse template-id ("blockset"), to insert the content set into
  
  -> Add the content items to a list set
  
  example:
  
  type
  link - type intern -> choose via link list
  
  type
  picture - type gif
  
  type
  download-link - type pdf
  
  -> save set
  
  If you allow to edit the content through the templates, that is a more quick way to do it as to go over the admin interface.
  
  If you want to read an article, it's possible, it's an word-doc and you can download it in the news-section and read it offline. Or your document is extern HTML and you only have to put the first lines in a description and then link to this extern HTML source.
  
  if you describe a programm, you can offer a download-link, which is defined in the weblinks-database in a formated layout or attach a article information to a download.
