is there a global locale language file (.pot) in the config directory
something like
config/locale/perso.pot
config/locale/fr/LC_MESSAGES
....
as there is a config\templates
i don't know where to put the translation from this templates

No, there isn't. THE global file (/locale) is there for the core system and themes. All other extensions (modules and themes) are using their own language domain and are in their own locale directory within the extension.
These can be overridden, following How to Customize Translations wikipage.
