Content assign block template?

Is there a way to assign a block template for Content? I was able to edit the only block template in Content to show only top titles but it filters all blocks that reference the edited template. I need to be able to allow some blocks to show nested links. Thanks for the help. -

I'm not familiar enough with Content yet, but in your theme you can override templates per block. Have a look in themes/yourtheme/config/master.ini. There is a section [blockinstances] where you can assign which templates to use.
