For the admin - not work (not link module CSS )
What may be the reason?

what theme are you using? can you give me your site's URL?
Is this a new install or a new theme?
in Admin>System (tab)>Admin (module)>Admin Panel Settings
check that that 'theme to use' is set to 'Use site's theme' -

After re-loading a theme - everything is back to normal. Sometimes I think displays the wrong menu - refresh is OK
