  How do I turn off the ability for users to change the theme? I have not found that option yet and would like to turn it off before somebody is disappointed.

  Admin Panel -> Layout -> Themes -> Settings
  uncheck Allow users to change themes

  My administration panel does not have a selection for "Layout"

  What version are you running (it's at the top in the admin panel)? Have you ever upgraded?

  Because of it being an upgrade, yours is system|themes|settings| allow users...
