How do you start a project at the Cozi? I found this Wiki page, but it doesn't tell you how or who to submit your request to. IMHO, this information should be on the front page of the Cozi.

The requested info can be found at the very bottom of this page of Core Wiki, and everyone interested in starting his own project should read at least this very page before proceeding.
No, I do not agree, this info should not be placed on the start page. Our Cozi is here for users and developers, and we do not want to invite people to start their own projects before they have actually used the Cozi, and before they have understud the Zikula coding guidelines.
So, if you want to start a new project, contact the Zikula Steering Committee via email, describe your project, and mention your Cozi user name together with a project title proposal. If the SC agrees (it usually does), it forwards your application to either Drak or me, and we will happily guide you thru the setup project. All that is very straight forward and often done in just a couple of minutes.
Please also always consider to overtake maintainership of abandoned projects ("Parked"), and helping out in existing projects.

Correct me if I'm wrong, but I was under the impression from the start of the Cozi, that this was being touted as the place for 3rd party developers to host their Zikula projects. I can understand your opinion on not wanting this information on the front page, as it looks from the link you supplied that the steering committee wants certain standards to be met on projects being hosted there.
If the Cozi is going to be a place for us 3rd party developers to host our projects, then there should, at the very least, be a link on the front page that goes to a whole separate page (that is separate from the core development page) and explains what is expected of projects being hosted and what kind of guidelines need to be meet for 3rd party developers to keep their projects hosted there. That little blob at the end of the core development page looks more like an afterthought.

i agree, if you have a project you want to put on Cozi its not obvious how to go about the process... i think there should be a "how to add your project to Cozi" link and that goes to a page which outlines what is expected and required from projects and developers (i mean there are standards, and the developer should have some knowledge of using Cozi and SVN etc)
then have the email link or have a little form for applying to submit a project, i really like Cozi myself but i have a feeling a lot of projects (or atleast some) go by the wayside and their lost forever because it the process of getting it on Cozi is kinda vague. -

Good idea, someone has to write that page, though. It would be also fine to include some more info about the legal aspects of hosting projects at the Cozi, together with some tips and hints to make best use of all the extended possibilites our costumized Trac/SVN setup at the Cozi can offer.
I will start that article at the trac-center project, and really hope some of you will jump in and helping me to make it a good and informative read.
