1) Your server time should always be UTC (Even GMT is wrong, as it is changing with daylight saving periods). This is kinda standard between serious server administrators, but unfortunately most hobby "admins" think they need to adapt the server time to their home country out of some kind of misunderstood patriotism.
2) If your server is not set to UTC, Zikula gives you an option to adapt itself to it in Administration/System/Settings/Multilingual/Server Time Zone. Do use that with care and correctly!
3) Zikula offers you the option to set a time zone for unregistered users. Now, this is finally the fitting place for you to express your patriotism, and wave your beloved country's flag!
4) Logged in users can adapt their personal time zone to their local one. This is working only correctly if all above was correct.
Forum caching inside of Zikula is tricky, after years of work we found a working solution for Zafenio, which does it's job without interfering with language changes, new posts and time zone changes. As I do not know how it is solved here I can not do more than report the problems I see.
