Exactly the same as in .7x. Administration -> System -> Change the default transport to SMTP and the SMTP options appear.
The only difference between .7x and .8x in this module is the use of javascript to hide settings that aren't relevant to the current configuration. e.g. unless you select smtp as the transport you don't see the smtp configuration options. You see this a fair bit throughout .8x.
