  Has the ability to set permissions for individual users been removed? I can't find how to set permissions per user

  Yes, it has been removed. Can't remember the reasoning but when I read it, it made sense.

  It has been removed (you can read the news article for more details, it was published some time ago).
  
  Basically, user permissions add extra overhead in terms of SQL queries and processing while at the same time add no features over group permissions. In a large site, you're unlikely to have many users all with different permissions, they'll likely easily partition into groups. In a small site if you need user permission like features just create a lot of groups.

  Damn... I was going to make/hack a module so users can give other users access to their Pagesetter articles..... this complicates things :/
