I tried upgrading a 7.6.4 site I have using upgrade76.php. The script chugged along for a while and ended up giving me a Blank Page when done. It did not look like it did anything. I am sure I probably did it wrong, but does anyone have any documentation to follow on the upgrade? I probably did something wrong.
Thanks for any feedback.
I will say that the new installation works flawlessly. I was able to get a new site up and running in just a few minutes.

Please,
check your server's error_log and post here the error message. It's possible that your memory_limit was reached and the upgrade don't works anymore. Post it please.

I ran the upgrade, everything SEEMED to go fine, but when I try to access the page I get the standard "not installed" message.
I can do fresh installs fine, but not upgrades. I've tried a few times, on a few sites, from clean installed 764 to existing installs. (none of the sites are "live" yet so I'm not worried about problems, and I did backups).

Try changing the installed flag in config.php manually.

That did something at least. I'll just restore and redo the upgrade, and make sure that I have the config.php chmoded to 666. That step is missing, it seems in the upgrade docs.
