I forgot to mention that this problem appears to be a result of a serialization bug in the upgrade process (there's more information in the bug tracker)

In the case of Johns pristine RC2 installation the upgrade serialize bug wouldn't be relevant, but the one where DataUtil::is_serialized() does not catch serialized boolean values might.
