This administration category is empty. You have probably ended up here because you have administrative access to a module which is not in the default administration category.
How do I fix this

I would not say you have an issue, other than a empty admin catergory. Do you expect something to be there...

How to move modules from 3rd-party to System tab? All my modules are in 3rd-party, and when I log in, it shows the empty system tab. -

This is controlled through the Admin modules Administration area, click on the 'Admin Panel Settings' link and 3 feildsets down is 'Modules Categorization' where you can assign modules to Admin Panel categories.
