For some reason my post above doesnt show...
The old progres bar hack installation instructions say to just put the tools.php file in the modules/NS-User/ folder. Well, in the latest version of PostNuke, there is no modules/NS-User folder. What needs to be changed so it can work with the latest version of PN?

The NS- prefix has been dropped from modules in .76x - this was left over from PHP-nuke. Since it's a hack you'll need to re-make the relevant changes to the same file in the directory modules/User/.
