I'm about to setup a beta test site to test out some new layouts and ideas for one of my Communities - something we can play with for a month or so and try to get it as steamlined as possible before updating the old site.
I guess the question is - how far away is .8? Is it worth my while setting up the beta site as a .762 or go straight for the milestone release of .8 and play with that?

When are you planing on implementing these things? Figure about 6 months at least until 8 goes gold, could be sooner, could be later, depends on how much work is left and how many bugs are found.
