cpanel isnt postnuke. its a hosting manager. the ip ban in cpanel edits .htaccess directly and enters a deny line for the ip specified. I use cpanel as well. when a banned ip tries to access any file or document or anything at all thru any port on the domain, they get an error msg.

yep and it works very well. i like to just use ip ban to see the ips of the guests on the site that dont log in. if i ban someone i do it thru cpanel -

no its the ip deny manager in cPanelx for the whole site, you can ban by ip or name. once you ban them there they are banned
Any kind of barring by IP address can _never_ work properly, almost by definition.
Consider :- I'm on one of the largest cable broadband providers in the UK. If you see me come to your site, you'll see my IP as being that of a transparent proxy that covers *A LOT* of subscribers. Ban me, and you've banned a large swathe of potential visitors.
Consider :- I'm on a dynamic IP. I visit your site, and offend. You ban me. I change IP address, and revisit your site. You ban me. I change IP address, and revisit your site. -

On a gaming site I used to manage we used to use .htaccess to redirect problem users to some very nasty web sites.

the majority of people dont know how to change their IP's, besides, even most who do know how to are intelligent enough to not be so immature as to waste time swapping mac addresses for fresh IP's just to torment some webmaster.

Hang up modem to dial-up ISP.
Re-dial modem to dial-up ISP.
Oh, look, new IP address.
Turn computer with USB ADSL modem off.
Week or so later, turn computer with USB ADSL modem on.
Oh, look, new IP address.

You don't need to swap MACs - just wait for the DHCP lease to expire, and some other poor sod to get your IP.
