  Does anyone know where I can find a module to create tutorials? Hopefully, I could create a main overview page with table of contents and then separate pages for all of the steps in the tutorial.

  the FAQ module included with the core will work for basic functionality.

  Best best would probably be the book - ability to organize by chapters, etc.

  I'd recommend Pagesetter, which would allow you to develop a custom layout.
