Allowing only admins to create new user accounts?

Hi,
Is there a (secure!) way to have a login box present, but to only allow admins to create accounts?
We used to use a "graphic challenge" mod to deter spam creation of accounts, but would be equally happy if only admins could create accounts.

Sure - go to admin -> user-> Allow new user registrations and set it to no. This prevents new user registrations, but admins can still do as they please.
