Hello all, what I would like to do on my site is set it up OS that I as a admin with have to authorize a new member before he/she can access the site.

Can this be do with PostNuke out of the box or is ther a module I can installed on my site to do this?

    Thanks

Just make it so that they can register...but change default user permissions to NONE for the items you don't want them to access. Then, have a privileged user group that have access. Just add them to the group manually or have them apply for membership using the pnGroups module.
