How can I make another template like home.htm? I know I can rename home.htm to something else, but how does postnuke access it? Do I need to create a module? If so, where do I define which module uses which template? or is it possible to have a template without creating a module..?
What I want to do is have a seperate page outside my regular template to post some static HTML... but I still need the user to be loged in on that page.

that page will tell you HOW to do it. The bad news is that it will not accomplish what you want to do. YOu would need to call a module in order to fetch the new template.
I would suggest the Sections mod for your problem. I've done something similar (combined the Sections mod with a custom template) here. -

All it is, is a templated module that allows you to add HTML to a template. All you have to do then is link to the module in the usual way. Works with the permissions system to.
