waiting block - weird behaviour in RC4

    Hi there

    Since .76 RC4 my "core/generic menu"/"waiting" -block does only show waiting submissions when both the "modules" and the "to approve" checkboxes are activated.
    As soon as I disable the "modules" checkbox, the waiting block will not show anymore, even if there are some articles/weblinks etc. to approve.

    Under .750 these two parameters have been independent.
    Shouldn't this as well be the case under .RC4?
