We are working on a local website for webmasters how ever for each local area we want to display a differnt theme.. so If im sandiego.blah.com and someone goes to that URL, they see the san diego webmaster skin, if im coming from phoenix.blah.com I want to display the phoenix skin..
is there a way in the redirect or specify what skin to use ? -

Multisites is one solution, a hack is another.
With multisites, you can change the title, theme, content, whatever, all by choosing which tables out of the database you'd like to share among sites, and which not to share. Usually people use multisites to have unique sites which have a shared user base, but it's up to you to customize how much is shared.

An easier solution is the AutoThemes module. Assuming each of these areas was module based, you can assign a specific theme to each of the modules. You can also have custom blocks in any or all of these areas.

Not without a lot of hacking I would say, but if the point is to have different areas of the site have their own look, then you don't need to hack to do that. The existing AutoTheme solution does that and I believe Xanthia can do it as well.
