I have a theme that I had custom made for PN .71. Is it difficult to get a theme like that to work with .75?
How do I do it, or is there somebody that could do it for me (super cheap)?

The only thing I can suggest is try it and see. YOu may have to turn on legacy mode in the settings. Back up everything before upgrading.

Like mhalbrook wrote, try it and see. You would be better off convertng it to either AutoTheme (you only need the free version) or Xanthis though. You can do a lot more as far more as far as block and module setup are concern if you do. -

There is an autoconvert module on the spidean website to convert legacy themes in to the AutoTheme format. Its not perfect, but it does 90 percent of the work for you. -

There is also some theme conversion tool work going on for Xanthia at Mark's Modules that is worth promoting/helping with IMHO.
