Hello,
I am looking for a advise how to run my portal which I hope to turn commercial in several months.
Is there a web site or forum where I could chat with people about running a commercial portal ( ads, promoting, building a community, serving to the community, getting and creating good contents etc. ) ?

I don't know about all of those things, but providing support as well as a sense that you're there helps a lot in serving your community. As for content, come up with original ideas and write about it...it doesn't have to be ground-breaking or earth-shattering...just put a new light onto something already of interest to your intended audience. Understand that you will not be able to offer everyone in the world something of interest...so decide who your intended audience is...and create content for those people.
The information you're asking about isn't necessarily PostNuke-specific, so don't be afraid to do a Google for the phrases (using quotes) you've asked about...you'll probably find tons of useful information. -
