It almost work but when i have this line
php_value upload_max_filesize 100M
Or
php_value upload_max_filesize = 100M
in the .htaccess file i can´t enter my site.
What can i do then?

Did you leave the other stuff in there, and only add the first line above (no '=' sign) ? Or try an htaccess file in the UpDownload directory instead? And change the config file?
The syntax is the first one, no equal sign:
php_value upload_max_filesize 100M
You must be wanting to upload movie files or something, that's quite a big upload.
What does it do to bar you? -

If i upload a small file of 20 KB whit the name hello.zip and the connect to my site whit ftp and overwrite the file whit the big one there have a size of 20 MB then i cant download the file. -
