I am a PostNuke n00b and I would like to start customizing my site by first making just small changes to themes--for example, just changing the gif logos and such--with the ultimate goal to be designing my own themes some day.
What is the best way to get started? What is some good software for creating new graphics elements? I am *not* an artist but I think if I got pointed in the right direction I could wing it.

You will want Photoshop or Macromedia Fireworks. Fireworks is pretty good for beginners, yet still has good advanced features. Photoshop is - in my opinion - for intermediate to advanced desnigers, but has very good features,
You want to start with a nice easy theme and play with the HTML and pictures. Very easy to make themes for Postnuke :) -

If you need a cheap graphics program, I've found ULead's Photo Impact to be pretty good for $80. Pyro is right that PhotoShop is what most professionals use, but it is very pricey.
A good way to start learning is to take a free AutoTheme and start making changes to the theme.html file. If you knowa little HTML, then I predict that you'll be making your own custom themes in very short order.
