can't access install.php

Hello All,
I have problem, I have configure the PostNuke to install and follow the way that list in user guide but every time i access the "install.php" i get the following error :
Fatal error Can't have write context in (directory position of install.php) file
i am using :
windows xp
Apache provided by oracle 8.1.7
mysql 4.xx
PostNuke xxx
before this i have been successfully installing but in Windows 2000 Server.
I don't see any problem with directory security ?? any help
every time i starting the apache using the PHP i have there is error message when i stop the service ??
