Configuring the verify email option for new registers

My apologies if this has been asked before but after an extensive forum search I couldn't find the answer.
How/where does an Admin configure whether new users register by providing either 1 single email or two emails (for verification purposes)? looking at the code in /modules/NS-NewUser/user.php within function newuser_user_register() it would seem that this is configurable but I can't spot where to do it.
