ok..let me see if I can post this to this message board without it getting messed up...
Go to permissions and select New User Permissions in the top bar.
Here you'll find a drop down list of all your users and select the user.
Then have the following permissions:
UserName:: Submit news:: .* Admin
Then place that permission up above other permsions with this users group.
Then:
UsersName:: Topics::Topic Topic name::Topic ID Admin
Replace the Topic name::Topic ID with the actual topic name and id of the topic you want him to have admin ability to.
Then do the same with this permission by orienting it into the other permissions.
As for ungregistered users being able to post a moderated news article is already there by default isn't it?
I didn't test these settings out that I gave you but they should give you a good start on what to do.
What I did on my sites was to create a new group. And gave the group the permissions I wanted that group to have. Like we have a News Poster group that has admin submit ability for news. This way I dont have to configure every user I want to have this ability. I just add them to the News Poster group and it's as fast and easy as that!

I would like to give a particular user access to:
Submit News Articles without having admin to ok it
Maintain a particular "Section" called Release List
I also would like all unregistered users to be able to Submit a News Article but an Admin would have to OK it.
