  What about having the New User Registration go into a Queue?
  Just like News Postings!
  That way you can let the users register them selves but you can at least have some control over who actually gains access.

  simply restrict the permissions for the initial 'Users' group, setup another group (e.g. 'Members') and you can manually grant access to your site by populating the new group ;)

  Having new sign-ups go into a queue for moderation or approval is now possible with the new UserHack from http://dev.pnconcept.com
  
  The latest version incorporates lots of additional functionality such as:
  
  - moderated sign-up
  - choosing own password
  - deletion of accounts by admin
  - request for account deletion
  - full profile on sign-up (including dynamic fields)
  - required fields on sign-up (including dynamic fields)
  
  It's a great piece of work, take a look
