Settings issue: weird site url and 404 error page

Im having an issue that most bad urls of my site are not directing to the correct error.php site but rather to www.yourwebsite.com/error.php
this is a big issue for me as we are converting from a legacy site where all saved deep links will 404. I thought this may have to do with the "site URL" setting, but i dont have that form field in my settings module wven though its mentioned in the docs. where is uit getting this www.yourwebsite.com info from and how do i cange it to go to the correct error page within? much thanks
