AutoTheme could do it. There is a great tutorial on http://spidean.mckenzies.net/. You just have to register on the site.

Try the tutorial at www.webvida.com (it's layout is ugly, but it has the informaiton). Using AutoTheme you should be easily able to convert your design to a CMS theme :)

this tutorial is using an image file, but my web site is not one image file, is there any way to use my already built site to create a theme??
Actually, there are the same 3 tutorials at both sites (written by Lobos) :)
The first one shows how to "slice" a graphic into HTML for use as an AutoTheme theme, the second one shows how to take that HTML and turn it into an AutoTheme theme and the third shows how to use the AutoTheme admin to configure your AutoTheme theme.
