Can someone explain the details of config.php's encryption scheme?

I know that 0 is plain text and 1 is encoded, but sometime in the past I put my test site to plain text. If I wanted to go to an encoded passwords again, how could I encrypt the values?

The Swiss Army Knife tool will allow you to re-encode this passed. The password is base64 encoded.
