Little Problem and QUestion

I have a small problem, im trying to remove the WRITE REVIEW and ADD no needle id link for MEMBERS the way its not there for UNREGISTERED. I just want to disable the feature, i know the part for UNREGISTERED not being able to do it IS NOT in the permissions, SO how do i do it for the members? Anyone know? -
