Really excited to see the release of .750RC2.
Is XTE RC4 the same version of XTE that's included in .750RC2?

Yes and no. .750RC2 contains the same components as XTERC4 but .750 also contains many significant enhancements. The rationale behind continued XTE releases and a final XTE for .726 release is that I didn't want to thank those that have tested XTE by asking them to upgrade .750 for further bug fixes.
Once .750 is released I encourage everyone to upgrade since they then have all the new features including XTE, strict HTML compliance, the mailer module and a better visual editor.
