I fooled around with typo3 for awhile and it seemed to have the ability to auto install modules on demand - but the thing to remember is that for this to be possible there needs to be a central module repository and many module designers like the fact that they get hits from people coming to download their modules so they might not take kindly to people adding their modules to a central repository.
The idea of "streamlining" the pnAPI has been talked about, and I guess this is concerned with stripping away modules that people may not want to use, and I guess many of the exisiting modules will be encompassed by the core categories module, thingy... they are talking about for .8
All in all I can tell you this - out of all CMS Postnuke is the easiest to install and configure that I've come across - and In the end one must say it's better than doing it all in HTML pages ;)

A central module repository isn't necessary. The way FreeBSD does it is it has a config file for each program. The config file tells it where to get the source code and when you tell it to build the file it goes out and downloads it from the specified location. This can be the original designers site, a central module repository, or some 3rd party site that wants to host the file. The config file just needs to point to where it is supposed to get it from. The same thing could be done for PostNuke relatively easily.
