Depends. Are you running your own server? Then it is under your main Windows root directory (if you are running Windows, if not, well I can't help ya). If you are using a host, then you'll have to talk to them and ask them about any changes you wish to make. -

php.ini can be in 2 places. I found that if you have it in your PHP directory that will be be the one used by PHP before it looks for it in the windows directory. Edit the one in the PHP directory.
