That theme is a form of Squares, or looks real close to it. I have a bunch of variations of Squares themes at http://www.classroomrevolution.com under the Downloads section. No registration required. The theme is easy to change as far as colors. Only two images, a little tweak of the style sheet, and a little tweak of the theme.php file.
If you need help, let me know.

Open the stylesheet, style.css in the style folder, and at the bottom of it, line 333, change the .outline and .outline1 attributes to the following:
.outline {
color: #000000;
font-family: tahoma, verdana,arial,helv;
font-size: 11px;
font-weight: normal;
border-left-width: 1px;
border-right-width: 1px;
border-top-width: 1px;
border-bottom-width: 1px;
border-style: solid;
border-left-color: #000000;
border-right-color: #000000;
border-top-color: #000000;
border-bottom-color: #000000;
}
.outline1 {
color: #000000;
font-family: tahoma, verdana,arial,helv;
font-size: 11px;
font-weight: normal;
border-left-width: 1px;
border-right-width: 1px;
border-style: solid;
border-top-width: 1px;
border-bottom-width: 1px;
border-left-color: #000000;
border-right-color: #000000;
border-top-color: #000000;
border-bottom-color: #000000;
}
That should do it.
If you want those dots at the menu titles, open theme.php, goto line 268, which should look like this:
<font color="\"$textcolor1\"">$block[title]
and change to this:
<font color="\"$textcolor1\"">..:: $block[title] ::..
Enjoy!
