The issue:
In netscape and any of it's derivatives, I am getting a unwanted horizontal rule under the Administrative Messages block or any block made with the core/html block.

I don't have a horizontal rule designed into any custom blocks or the theme. My stylesheets are identical. I didn't have a netscape stylesheet at first but to see if it would fix the problem I created one identical to style.css.
For the life of me, I can't figure out what is going on! Anyhelp would be greatly appreciated.
I am hoping this is a forehead slapper and I am just being stupid. Please prove me stupid!!! :D
