  I saw a module or it may have been a block. that allows users to put a HTML code on there site and they can have a ticker, scroller of news from my site.
  
  Can someone please tell me what it is called and where do I get it

  many ways to do this. search around a bit. postnuke comes with a built in HTML block and a built in PHP block that you could use for this if you want it in a block

  this one was a mod that showed the user the code they need to put on there site to get my news. there was about 4 options ticker, scroll, banner type and another one that I can't remember. the person selected the type and it gave them the code they need to up the news from my site on there site.
