I'm not certain if there is a *top* 10 reviews and downloads block (I assume you meant block? There are Latest downloads, etc...). However, you can create just about any kind of last x, top x, etc... block you want by pasting the appropriate PHP code (with dbase query & output) into a new PHP block.
See the post here for an example. Getting what you want out of it would just be a matter of changing the tables, SQL query and echoed output.
