Am I correct in assuming its just an oversight or on someone's TODO list to move the _TEMPLATE* definitions from lanugage/eng/global.php to modules/Template/pnlang/en/... ?
As a non-core module developer I would hope that I'm not expected to modify/add entries to core PN files, but I just wanted to verify this assumption.

Correct - that shouldn't be the case. Very shortly a replacement for the template module will be made available. This will be bundled with the release of pnRender - our module rendering components (based on Smarty templates). The module will be renamed example and be fully self contained.
