User Permissions bug or module name problem?

I am trying to give a user permission to a user called 'Jane'
She wants to manage web links.
On pn723 and pn726 I could only acheive this by creating her web links user permissions twice like this:
Web_Links:: :: Admin
Web Links:: :: Admin
The space in the module name seems to make a difference.
Also for user 'Jane' to have access to Users too she needs two permissions
Users:: :: Admin
User:: :: Admin
Why? Is this a bug or a module naming problem?
