In which module do you add the code that will display a .jpg when you go into the downloads?

Also in the Sections?

What is the proper format for the code?

In the modules/Downloads directory there is a file called dl-navigation.php. Edit the function index() anywhere between the OpenTable and CloseTable references. You can put in HTML by echo statements or otherwise...

Likewise, you can edit the index.php in modules/Sections in either the listsections() or listarticles() function after the OpenTable function call...
